Dr. Smalley is Vice President and Medical Director of RGA International. He commenced his insurance career 9 years ago consulting to NationalRe, the forebear of RGA Life Reinsurance Company of Canada.  He has also consulted for many other direct insurance companies. Since joining RGA, Phil has represented the company internationally addressing industry conferences, conducting training seminars and meeting one-on-one with clients.  In addition, Dr. Smalley serves as Managing Director of the RGA/Washington University Longer Life Foundation.

Dr. Smalley is an Internal Medicine Specialist.  He received his medical doctorate degree from the University of Toronto in 1986. He then completed specialty training in Internal Medicine from the Royal College at University of Toronto in 1990. He is a recognized lecturer with postgraduate training in education and leadership.  Following his training, he practiced and taught medicine in a University of Toronto-affiliated teaching hospital.

In 1997, Phil created an Insurance Medicine website dedicated to serving those around the world interested in using the Internet to advance medical research and education.  With the creation of Refer-MD.com, that vision continues to thrive, assisting colleagues in finding valid prognosticating information in a time-efficient manner.
